- <p>Bolstered by the referendum, Russia's President talks tough
- </p>
- <p> Heads will roll! So promises Boris Yeltsin if officials in his
- government continue to oppose his reforms. In a nationally
- televised address 11 days after his strong showing in a national
- referendum, Yeltsin declared that those who do not share his
- aims "should simply leave," and called for new parliamentary
- elections by the fall. The President's prediction of a battle
- with the parliament over his new draft constitution, which would
- scrap the conservative Congress of People's Deputies, was
- immediately fulfilled: parliamentary leaders presented their own
- rival draft, specifically designed to limit the President's
- powers.

- <p> Meanwhile, hard-liners and security forces continued to
- blame each other for Moscow's May Day riots in which 600 people
- were injured. Communist demonstrators planned another rally
- Sunday to mark the World War II victory over the Nazis. But as
- law enforcers braced themselves for more violence, Yeltsin said
- he would not allow "a second civil war."
